Hello,

Please find the cip-0045 open for discussion at the PR https://github.com/global-synchronizer-foundation/cips/pull/16

In order to move to a vote we are requesting a Super Validator to sponsor the CIP and a second Super Validator to endorse the CIP.

Any SV sponsors/endorses or changes needed?
